"The lowest point in a person's life is when he finally obtains that which he thought would bring him happiness, and it does not." I once worked for a large law enforcement agency (Not the Clay County S.O.) that had been under the command of one person for a very long time. In fact, that agency head remained in charge for about eight years after I was hired. Employees knew the "pecking order" and felt secure in that, for the most part, the way things were handled was mostly predictable. They knew the big boss, and the boss knew them. While it was a professionally run organization, working there was more like being a family member than just an employee. When an employee made a mistake, he or she was "scolded" appropriately, but everybody seemed to know that their strengths and abillities were always recognized. It was possible to overcome mistakes, and many who realized temporary setbacks could, through loyalty, skill and integrity, make their way back to feeling like an important part of the team.
