In my opinion the mentality is to ignore the problem because a minority of citizens are law-abiding pet owners!
I ask any one of you to drive the posted speed limit on Blanding Blvd, starting from Wells Road going south all the way (all 35 or so miles) to State Road 100 in Keystone Heights. Bring a passenger with you and count how many vehicles pass by you driving faster than the posted speed limit. Maybe two passengers one to count one to note the approximate ages of the drivers. After you tally up the totals then ask why even have a posted speed limit? Most of these people are law abiding citizens, but they can't stand to follow the posted speed limit. Some will drive their whole lives without ever getting a speeding ticket. Some will get one ticket and purchase a radar detector that guarantees it's effectiveness and will even refund the cost of a ticket. Some will get more speeding tickets. There is no way any law enforcement agency can possibly ticket every offender (except for Waldo and Lawty), but law enforcement does not ignore speeders.
The majority of the population in Clay County DO NOT CARE if their dog is properly contained. The majority of the population in Clay County DO NOT RECLAIM their dog once it it impounded. The majority of the population in Clay County DO NOT CARE if their dog causes property damage. The majority of the population in Clay County DO NOT CARE if their dog is killed by a vehicle. But yet as soon as a neighbor legally shoots their dog or their dog is humanely euthanized THEY CARE.
The majority of the population in Clay County DO NOT CARE if their cat has liter after liter. The majority of the population in Clay County DO NOT CARE if their cat scent sprays his territory. The majority of the population in Clay County DO NOT CARE if their cat is killed by a vehicle. The majority of the population in Clay County DO NOT RECLAIM their cat. But yet, as soon as a neighbors properly contained dog shakes the life out of their cat or their cat is humanely euthanized THEY CARE.
So we ignore the majority because we don't want to burden the minority.
Mandatory micro-chipping and licensing is a must. The minority can be discounted for having their pet spayed or neutered. Animal Control Officers can carry scanners and offenders can be fined on the spot and giving a reasonable time frame to comply. If the offender does not comply within the time frame, then their animal is impounded regardless of proper containment and the offender is fined again regardless of reclaim.
ABOLISH THE SALE OF ALL DOGS, PUPPIES, CATS, KITTENS AND PLEASURE LIVESTOCK IN THE COUNTY. Fine first time offenders. Double the fines for repeat offenders. Exempt animals that are actively used for breed confirmation, field trials, obedience trials, service animals, equine exhibits with proper documentation. Exempt livestock (cattle etc..).
Mandatory spay/neuter and gelding of pleasure livestock. Exempt animals as previously stated. Fine as previously stated.
Mandatory containment of Felines. Exempt property owners with 3 or more acres. Fine as previously stated.
The majority of the population in Clay County ARE NOT going to support implementing any of the previously stated opinions.
Now will someone tell me how to get an elected official to support any of the previously stated opinions when the MAJORITY of the population of Clay County elected them.
Like I've said before it's like you are standing behind a huge glass wall with your hands cupped beside your head peaking in...
