Today I overheard some numbers that made me shake my head in disbelief. Last month (July) CCAC took in 880 animals and only 46 dogs were reclaimed by their owners! No cats were reclaimed! Pitiful...Disturbing...Sorry...are few words that come to me. I'm sure that the costs to house, clean, feed, provide necessary veterinarian care (and euthanize) to these 880 animals were much greater than the reclaim fees collected. There is a way to offset this deficit. Mandatory micro-chipping and license of all animals including pleasure livestock. Mandatory spay/neuter of dogs and cats and gelding pleasure livestock gets to the root of the problem. When I hear numbers like this, I can't help but to wonder WHY?? Mathematically this makes no cents...

Recommendation for Parenteral Immunizations Procedures
A. VACCINE ADMINISTRATION: All animal rabies vaccines should be restricted to use by or under the direct supervision of a veterinarian. B. VACCINE SELECTION: In comprehensive rabies control programs, only vaccines with a three year duration of immunity should be used. This constitutes the most effective method of increasing the proportion of immunized dogs and cats in populations. C. ROUTE OF INOCULATION: All vaccines must be administered in accordance with the specifications of the product label or package insert. If administered intramuscularly, it must be at one site in the thigh. D. WILDLIFE AND HYBRID ANIMAL VACCINATION: The efficacy of parenteral rabies vaccination of wildlife and hybrids (the off-spring of wild animals crossbred to domestic animals). Zoos or research institutions may establish vaccination programs that attempt to protect valuable animals, but these should not replace appropriate public health activities that protect humans. E. ACCIDENTAL HUMAN EXPOSURE TO VACCINE: Accidental inoculation may occur during administration of animal rabies vaccine. Such exposure to inactivated vaccines constitutes no rabies hazard. F. IDENTIFICATION OF VACCINATED ANIMALS: All agencies and veterinarians should adopt the standard tag system. This practice will aid the administration of local, state, national, and international control procedures animal license tags should be distinguishable in shape and color from rabies tags. Anodized aluminum rabies tags should be no less than 0.064 inches in thickness.
RABIES CERTIFICATE All agencies and veterinarians should use the NASPHV Form #51, "RABIES VACCINATION CERTIFICATE", which can be obtained from vaccine manufacturers. Computer-generated forms containing the same information are acceptable.

Ultimately, as long as there are people who believe pets are disposable property as opposed to dependent souls, and treat them as such, the rest of us are going to be wasting way too much of our money paying for CCAC to catch up to the problem.

You both are absolutely right...This is a people problem I know people that have never had a vehicle accident, but yet, they have to purchase insurance. I understand the reluctance to put another "fee" on the law abiding citizen. Abandoned animals are a burden for all taxpayers, something needs to be done to help offset this. Please go to:

When animals are taken in care must be provided. They need food, water, and care when in the custody of either the owner or animal control. If not, then just leave them with the people who abused them to begin with and save the taxpayers money. Education, Education, Education. Animal Control needs someone that is constantly in the public either educating or attempting to get these animals placed. It was an excellent idea to have a rescue coordinator. I wished that had worked out.

Angela, that's true. Heck, we could've saved nearly $30 million just on the Court House. Education is the means to effect the most dramatic change of behavior in pet ownership. But I wouldn't waste much in the way of time, effort and tax dollars trying to educate the irresponsible adults. Effectively using education to target the real problem mandates a generational approach. CCAC should have an educational program that targets school children of all ages. I find it incomprehensible that every classroom in Clay County isn't visited at least once per school year. The programs should be tailored for each grade level. Talk to the elementary kids about how their pets depend on them. Give them tips on how to interact and help their pets live a happy, healthy life. Older kids need to be educated about the reality. Take a puppy into 10th grade classrooms and hand it to a student. Show the student how to hold the little guy comfortably and securely - just the way someone has to for the injection that will kill him in a few days if no one assumes the responsibility for him that someone else has abdicated. Tell them that for every one of the 20 students in the classroom, there will be 30 almost-all completely innocent animals executed for the sole crime of being the property of irresponsible owners. That kind of far-reaching program, with the goal of generational results, must become a priority of Clay County Animal Control. The solution can't continue to be reactive instead of proactive. I agree with you on the education and the priority. I thought the rescue coordinator was a excellent idea for working the problems in the current state too. I hope they find another excellent qualified person to fill that position. Because every day that goes by more animals are killed.

There is a problem with Customer Service much less educate people. And when you talk about school children...Who's going to do the educating and they better do back round checks...There is a lot of people with Crimal Records at CCAC.

There's a problem here...all of you have given great ideas about programs that CCAC could and should be doing. Here's where the problem is. All of theses ideas have been brought to Ms Goons attention. And her answer was...its already being looked at, we don't have anyone to do the programs and so on and so on!! She is BURNT OUT!!! We need someone in there that can bring new ideas and go forward with CCAC. She is just sitting around waiting to retire. Children in our schools need to be shown the proper way to care for animals. They need to see just what happens when you are a irresponsible pet owner. They need to be shown the results of dogs and cats being allowed to run loose only to get pregnant and produce more puppies and kittens that nobody wants. Why not make the irresponsible pet owners do some quality time at CCAC helping out when they are charged with neglect, cruelty and allowing their pets to run the streets? If Ms Goon was doing such a wonderful job..why hasn't she gone to some of the county judges and prosecutors and suggested these types of things. Why hasn't the county manager supervised her management and leadership skills? I agree that these are all good programs and ideas...there are grants, state and local pet programs available and free educational programs for school children from the US Humane Society. But if they are not applied for what good is it? We can blog all day about it, we can go online and find great information to try and solve some of CCAC issues. But if we have a director that does nothing to put these things to use we have just wasted our time. Volunteers can be used at CCAC just like they are used in all the other county agencies.

They are great ideas and they have been looked at for years. There have been officers at CCAC in the past that have gone to some of the schools and talk to the kids. Going to schools and talking to kids is not a new idea and has been done. Expanding that would be great. It is my understanding that educating our childeren will be done much more once the rescue coordinator gets up and running. But whom ever the next person may be you must also realise it will take time to set up and will not happen over night. Education is also seen as officers make contact with the public in the course of their day. They are continually speaking to the public and education them. Judges cannot enforce laws that are not on the books that call for stiffer sentencing. Neither Mr.s Goon or the Judges can just go in and re-write the laws. You can't make an example of someone using laws that have no teeth. If we were to show our kids what happens to bad pet owners as it stands today we would show them you get a no no don't do that again and go home. CCAC has 3 scanners and all animals ( except feral cats ) are scanned (it's public record ). If a chip is found they make every attempt to locate the owner. It's ludicrous to say otherwise. I am certain that the folks at CCAC would rather have the owner come get their dog rather then shovling it's poo. To my knowledge there are not lots or any employees at CCAC with a crimminal background. I would tread lightly when making such statements. Getting the approval and funding for programs always come slow when dealing with the government. Mrs. Goon has done a fine job and has brought CCAC a very long way over the past 19 years with more good to come. As usual we have the same few bitter people taking a thread with a positive note and spinning it for their own personal and slanderous agendas. As I have mention on another thread Mary M. Of MCS was at CCAC on 8/20/08 and spent the entire day with the folks their. She had complete and full access to every aspect of the shelter and the employees. I am told that her article will be out within the next couple of weeks. I urge folks to keep there eyes open and read it. The source of the problem is the pet owners and breeders not CCAC they do the best they can with the tools they are given. For all you folks that love to quote statistics and public records I would love to see you take the total number of calls handled by CCAC over the past 3 years and compare that number to the number of official complaints filed and post what the actual complaint rate is made against them. I suspect you won't.

Been there...done that. Total access is just what Ms Goon allows people to see. For example....the news media can only come to CCAC with an appointment???? How convenient for them. Anyone can make a pigpen look good if they have an exact time someone is coming to look. And why is it the only people with total access is who Ms Goon picks to do an article? Mary M. is the same one-sided reporter that wrote the story on the farm animals that Ms Goon said were sick and dying. Does anyone want to see the pictures of the so-called sick and dying farm animals that Ms Goons employees stole from CCAC? Ms Goon made it sound as if they had no monetary value. Guess what? We can prove different. But Mary M. did not even interview anyone else involved. She didn't even get to interview the animal control officer that was directly involved. Ask him if these animals were sick and dying. Ms. Goon will not allow the officers to be interviewed. And sadly...the sheriff would not allow the deputy involved to be interviewed after Ms Goon made up lies. After the internal investigation started the deputy was ordered not to talk to anyone about the case. HOW CONVENIENT FOR CCAC!!! TH your not fooling anyone..no one with your information is just a friend or visitor at CCAC.

My guess is that these 3 fools already have that email address and have made their false unsubstantiated and slanderous lies known to Mr. Behring already. See Iam sure that Mr. Behring is also aware of these 3 nut jobs and is most likely just plain sick and tired of their blather. If I were he, I would not even bother to take their calls or even open their emails. The only forum they have is right here to spread their lies and hate. I suspect this is the only place they can spew their trash in hopes that others will join in based on their lies. Some people beleive everything they read. All anyone would have to do is check the number of calls that CCAC has responded to over the past 19 years that Mrs. Goon was in charge. Then take that total number of calls over that 19 year period and compare that with the total number of official complaints made and they will find all the answers they need. Then take that knowledge and go to CCAC as did Mrs. Mary M. of MCS and go down to CCAC and speak with the folks for themselves. Animal Control isn't a profit-making venture, it's a service made necessary by irresponsible citizens and provided at great expense to all Clay County taxpayers. Just imagine 834 animals in an overcrowded jail, waiting for an execution that won't be stayed for years by appeals to the Supreme Court.
It's too bad the only numbers we have to measure are things like that, Kilroy. It measures the effect, not the cause.
Mandatory micro-chipping would certainly help facilitate an animal's return to its owner if it were ever picked up by CCAC. But that kind of legislation only affects the responsible owners.
The irresponsible owners will still be creating the problem, crossing over into Duval, Nassau of Baker counties and bringing home the cutest little pit bull or poodle puppy, or free kitten from the flea market parking lot. Then they'll ignore the law, as well as many other tenets of responsible pet ownership.
They'll breed that first litter, 'cause their animal's so cute it'd be a shame to not pass that DNA along. And when the pups or kittens get old enough to get lost in the neighborhood ... oh well, Momma's already working on the second litter 'cause they thought about it once, but never did get around to setting that spay/neuter appointment. And, hey, with gas at $4 a gallon, who can afford luxuries like having the dog spayed?
