Meeting with State Attorney's Office on Taylor CaseTuesday my husband and I met with Dan Skinner and Sam Garrison with the State Attorney's office. Our purpose was to inquire why charges were not filed against Adam Taylor. Basically we were told that by Taylor's own admission he did break the law and lewd charges could be filed, but it was the decision of Harry Shorstein not to file any charges. They stated that they were not going for lewd charges, but instead sexual assault. I felt these two individuals seemed honestly concerned for the situation, but their hands are tied on this as a decision was made by their superiors. They stated they did believe my daughter and would meet with her to tell her this and discuss the ramifications of a trial so she is knowledgeable of what is involved. Mr. Skinner stated that lewd charges are often used when there was consent, even though it is not required for the charge. This is why they did not seek lewd charges. He said sometimes sexual battery charges are reduced to lewd charges as negotiation. My husband and I expressed that we were wanting him charged with the lewd charges instead of no charges at all. He suggested we meet with Julie Schlax with the Jacksonville State Attorney's Office, then after the election with Harry Shorstein. They stressed that the SAO is not being politically motivated. I have to say that these gentlemen seemed very concerned about the entire situation. Mr. Skinner said he would be doing exactly what we are doing if it was his daughter. I truly want to believe in the system and the people we have entrusted to make lawful decisions, so I will do as they stated and take it to the next level. We were also told that the case could be reopened, no explanation will be given on that at the present time. If that information is given to Taylor's attorney I will lose what trust I do have with the SAO. Interestingly though prior to our preestablished meeting I got a call that Hank Coxe had a meeting with Dan Skinner. Coincidence? Let me know what you think. Additionally, Mr. Skinner did state that the decision not to prosecute on the hazing incident did not come from them, but from the parents of the victim. He said he feels in situations such as that he leaves it up to the parents because they know their child and what they can handle. There has been a tremendous amount of support given to these girls and I am very appreciative of this. There has been however some adverse response from the Taylor camp. I will tell you this. Anyone who calls faking they are a police officer wanting to meet or talk to any member of my family again will be dealt with legally and I will press charges. We are not easily intimidated and I believe you have seriously underestimated us. Don't let it happen again. Both Dan Skinner and SamGarrison are being honest with you. Believe me when I tell you that they have your interests in mind and that they are not politically motivated. The decision not to prosecute was Shorsteins and his alone. Both of these men have high moral character and have both worked " sex cases" and were very relentless in their prosecution. I realize that it has been very hard on you and your family and I would tell you to just hang in there and justice will prevail in the end. Do not listen to half the idiots that post in this blog as they have no idea of the legal process and the court system. Just because the case was closed does not mean that it can not be re-opened later. Believe me I have seen a case that I worked opened three times after the state declined to pursue charges. For you Taylor Supporters,, I wonder if the guy is charged and by some slim chance that Mike Taylor is elected, there is a chance that your tax dollars will br paying for the kids attorney. I think Sam Garrison is an exceptional prosecutor and very concerned about victims rights too. I do feel better about this situation now with this information. I was concerned that we had some serious corruption in our system. I think I understand all of this much better now with the explanation . I don't think Shorstein was covering for anyone either. Just taking into account the circumstances and what he felt was best for everyone. They will attempt to plea the lesser offense. The trial can sometimes be harder than the crime itself on people. If they charge him with the lewd charges it will give them an opportunity to negotiate simple (misdemeanor) battery. Which I think would be better than a trial on everyone. Thanks for the information I feel much better about deciding if I want to vote for Mr. Taylor now. It is great to know that our system isn't corrupt and that he has not orchestrated some behind the scenes political and/or personal connections. I guess he is not as well-connected as was presented. Good luck to your family. Adam Taylor is an adult now and he will have to answer for any mistakes he makes. But its nice to know there will be no well-connected behind the scenes dealings if he does. Oh you want to know how Harry Shorstein, Jay Plotkin and their friend Hank Coxe will handle your case. Let me call your attention to this case below: No Charges in Neptune Beach Rape Probe JACKSONVILLE, FL -- State Attorney Harry Shorstein has "suspended" the investigation into claims of a rape at a house in Neptune Beach. The investigation began in early June when Neptune Beach police found a 15 year old girl passed out and extremely intoxicated in the sand at the end of a beach ramp. The girl told police a number of people raped her following the party, where police say a group of teens were drinking alcohol. "Unfortunately I think alcohol is a big part of why we can't go back and reconstruct exactly what happened that night," said Neptune Beach Police Chief David Sembach. Police interviewed 47 witnesses at the party, including parents and teens. 44 of the witnesses were children, five received subpoenas. Investigators took DNA samples from the girl and the potential suspect, a 17-year-old boy. But Shorstein said the "evidence is insufficient to conclude probable cause that a crime was committed." "The DNA evidence suggested some contact between the 15 year old child and the potential suspect but that contact could be consistent with vaginal contact, it could be consistent with oral contact, or it could be consistent with non sexual contact," said Shorstein. "We do believe the child suffered some sort of traumatic event and we believe the child has been honest and sincere with all of us in law enforcement since the night of the incident," Shorstein added. Authorities found evidence the girl had trauma in her abdominal area, but Shorstein said it didn't show whether a sexual assault took place. Detectives also didn't find any foreign DNA during the medical examination. Shorstein said the parents who rented the house won't face charges since they didn't know alcohol was being consumed. Hank Coxe is the attorney for the 17-year-old boy. "Well I think it's one, the right result," Coxe told First Coast News. "My client took and passed a polygraph and agreed to be questioned for over three hours by police and investigators." While the case has come to a halt, Chief Sembach says he hopes one day they will be able to find out what happened that night. Angela please do not interpret my comment to mean I feel any better about the Taylor family. Please read the last paragraph again. I have reviewed all files on this case and although I will not comment on details that I am not comfortable with, I definitely feel there are illegalities on both the part of the father and son. I do not know Beseler but I called the sheriff's office when the above incident happened and found them to be extremely responsive, not taking any chances for my daughter's safety. I am unsure if your comment was to support Taylor or not, but I do not know how anyone could support someone who lies like Taylor does. By the way...there were no lie detector tests that the girls failed. That is just one of the numerous lies I've read the last few weeks from Taylor himself. I've sat back and wanted to respond to so many lies, but do not want our lives consumed by this. I will say that I am willing to give the SAO a chance to make things right. I still believe in the direct connection between Lancaster and Shorstein and the hatred Shorstein has for Beseler. If Taylor loses the election then there will be no reason not to prosecute. If not we should have a new state attorney who will follow the law. I believe in this case a lewd charge, which is still a felony, would help to send a message to this kid that he can't get away with this type behavior any longer. If it stops him from doing the same thing he did to my child to just one girl, it's worth it. I just really want to think that in the end that justice will prevail. A trip to the State Attorney's Office has answered more than we have learned during this entire situation of the Folio article. However, should any charges take place this will never be tried in Clay County due to the publicity by the article. Now that we know it was not political or personal connections we can move on.

The fact that they said go after the election probably means they recognize the relationship of Lancaster and Shorstein. I believe the decision was made not to prosecute for political reasons. Shorstein wants anybody but Beseler in and probably viewed Taylor as a stronger opponent than he turned out to be. I think it is a bunch of crap the Taylor people are trying to say this is all planned to hurt his chances for election. He is just trying to use the negativity to his advantage. You know Shorstein may not like Beseler. He worked for him and maybe he has some good reasons not too. What does that have to do with the situation? What does Lancaster have to do with the situation? Who cares who Lancaster supports? Lancaster isn't running and Mike Taylor said he will not have a position in his office. So who cares about Lancaster? I sure don't. I'm sure Lancaster supports someone for County Commissioner. He has a right as a citizen to support whoever he wants. Are we going to run get Lancaster to give us a list of which candidate he supports for each position? Lancaster has a good position at the college. Every 4 years he doesn't have to get re-elected. Its in law enforcement. So whats the big deal who he supports? You know if Lancaster was doing all this bad stuff in the Sheriff's Office. When Beseler took over did you or anybody else hear anything bad that he found Lancaster was doing? Me either. So maybe what he was doing wasn't so bad after all. How many cases in Clay County has the SAO prosecuted in the last 3.5 years? How many cases have they decided for different reasons not to prosecute? Yes, I think the record speaks for itself and those that were not prosecuted were minimal. I think if it was true he doesn't like Beseler and just refused to prosecute cases someone would have been forced to come in sooner and do something. If it was as stated Shorstein just gets up one day and if its cloudy and he decides not to prosecute then he doesn't. That's about as untrue and irresponsible statement a person can make. I'm certain in the last 3.5 years many have crossed the door of the courthouse. Regardless if Beseler is the Sheriff or not. The continued Lancaster connection reminds me of the Democrats when a republican runs for office. The first thing the scream is they will take away your social security. I think all of them have been spending social security for a long time and none will be left no matter who's in office.

I don't know anyone at the SAO personally but I would wager if they did think/believe/know that the choice to not prosecute was based on things other then the evidence they would not admit it. I would take that reassurance with a grain of salt. Realistically I wouldn't expect anything other then a run around until after the new SA is in place. If Plotkin wins he's a Shorstein clone so the odds will not shift in your favor. If Angela Corey wins I believe your odds will improve greatly. You must keep the faith that you are doing what is right, the odds don't matter. Living your life based upon the goal rather then the journey will compromise a great many things. Victories achieved with no integrity are hollow and fleeting. Knowing you did what you believe to be right and you did not quit no matter the odds is a great example for your daughter. If circumstances come where there is nothing positive left to gain you will know it. Take the support where you can get it and when it comes to those that want to find fault ignore them, especially here in the blogs when it's people you don't know. Trust your instincts and be very stingy with your trust otherwise, people who cannot be trusted are nearly always very personable people. As for me, I voted early because I am expecting alot of storm reinspections next week and I did not vote for Mike Taylor, and I did not vote for Jay Plotkin. I was going to vote for Angela Corey but have changed my mind. Magnum who blogs on here has made me think and do more research. When I learned that many of her convictions had been overturned including Chad Heins and her close ties with law enforcement both concerns me. Then when I saw Shauna Wright on tv in a commercial for Jay Plotkin that clinched the deal. She has my ultimate respect as a prosecutor and I was sad to see her leave. Angela and I don't agree on much but we do on this subject. I have worked with both Angela and Jay. Jay will be getting my vote. He is not a Shorstein clone. Positive comments made by Jay regarding Harry were in reference to the positive things the two of them have done together over the years, such as the Juvenile Justice Programs. Jay is a better administrator, he is a better prosecutor and he has the temperment for the job. I have spoken to several JSO employees and Jay is getting there votes also. Taylor has been looked down upon due to his union connections, Angela has those same connections. So if Taylor was going to be run by the unions why would we assume Angela would not? I see some of the same people that talk down the union and what powerful control they have over their candidate. And then they jump on and support Angela Corey who has more union support than unions. Due to all the publicity concerning Shorstein and his juvenile justice work. I thought Shorstein who took all the credit for Plotkin's work doesn't make him the guru of the program. I think those programs are great because either we pay to help them up front or pay later to house them in a facility. I would rather work the upfront senario and make them productive citizens in the community. Those are the ones the pay the taxes to help the next generation of kids with problems. I think they call that pay it forward. You know I think I have found people that agree with and disagree with on every subject that is blogged about on here. I'm sure that goes both ways. I think some of the information blogged made me do more research on Mr Plotkin and take a closer look.

These are all our humble opinions. Doesn't make someone elses right or wrong. It just makes it theirs. When I signed up over a year ago it never said if you don't agree then you have flawed thinking skills. These are opinions, no ones is more important than someone elses who blogs on here. It doesn't make me several different people that I've been called. It doesn't make mine right and someone elses wrong. They are all opinions and I don't get on here and try to belittle someone because they have a different opinion than mine. Such as the question does anyone ever agree with Angela??? You said that you've worked with Angela and Jay. I noticed on the debate he commented he would not be politically motivated. Is this a hint to us that he feels Shorstein has been? By all appearances, it really gives the impression that Shorstein is trying to control Clay County politics by not charging the Taylor kid. Let's face it, it appeared he had a chance and was the only candidate who could likely beat Beseler whom everyone knows he dislikes. I think the SAO needs to show some reassurance to Clay County citizens that they will make all efforts to prosecute those of the "Taylor" kind.

Jay is his own person. He is not going to bash Shorstein. Contrary to a lot of ads on the tv right now, the SAO does a good job. With the 100,000's of cases that are handled every year, not all of their dispositions are going to make everyone happy. I believe Jay is a "true prosecutor", he will strive to get the best disposition out of every case. I have heard that Shorstein is backing Taylor. Personally, I believe it is time for Shorstein to retire. Just because Shorstein is backing Jay does not mean that Jay and Harry see eye to eye on all subjects. I wonder what the date was on that evaluation? She has been there for 20 years, they get one sometimes two evaluations a year. I bet the date on that evaluation was a good 5 to 10 years ago! Harry and Angela have had issues for years.

I just looked on votejayplotkin.com, on the website is a link to why Corey was fired. You can read the memos that were evidently placed in her personel file as to the complaints against her. You can see in detail what the complaints were. They were complaints from clerical supervisors, paralegal supervisors and attorney supervisors. It is pretty interesting reading. I cannot take complaints seriously when you have a supervisor who tells you what to do the way Shorstein does. My way or highway. Heard one ASA just got arrested for a DUI. Maybe a turnover is due. One thing for sure is the public needs much more confidence in the SAO and I hope that comes soon. The Taylor case would be a good start to build confidence in Clay County. Prosecute and everybody will stop saying the SAO is politically motivated. Afterall, read what the mom of one of the victims was told, go to Shorstein after the election.

I agree with most of what you posted. Not all the complaints were from Angela's supervisors though. Some were from her subordinates. I have witnessed first hand (I was not the "victim") her verbal assault on the "hired help". Angela tends to have that same mentality at times "my way or the highway". I did see the arrest of the SAO for DUI, if the past still stands that person will lose their job. And I totally agree with you that the SAO needs to take the Taylor case more seriously. My mouth fell open when the mom wrote that comment about waiting til after the election. I don't see Jay agreeing with that comment. Julie Schlax is a tough prosecutor and I kind of got the impression in the Folio article that she didn't agree with not prosecuting this case. I also noted in the news conference regarding the teen rape at Atlantic Beach that she stood in the background and did not look very happy about the decision in that case also. I believe the SAO needs new leadership but I don't think Angela is the one to do the job.

If you do not like the way the State Attorney’s Office is run now Vote for Angela Corey. A vote for Jay Plotkin is a vote for Harry Shorestien II. Jay has already said that he believes what he and Harry are currently doing in the SAO is working?????? As the mother of a child who was murdered last year by a repeat offender I am not happy with the number of dangerous felons who are allowed to walk in and out of prison like they are going to the mall. You have to know that the negative ads that Jay is airing are his desperate attempt to manipulate the facts. For example they don’t mention that cases are overturned because of things that the Judge does or doesn't do, new evidence, etc. As for Shauna J. Wright, she use to work in the SAO and now lives in Texas. She moved to Texas many many years ago. Doesn’t it make you wonder why; Jay had to go to Texas to get someone to bad mouth Angela. Why weren’t the local Prosecutors jumping to do it? Are you going to take the word of someone who has no ties to the city over the endorsements of the 3 sheriffs in the 4th Judicial Circuit and all of the Police Deputies? Harry Shorstein is not to be trusted and he and Jay are deep in the pocket financially of every defense attorney in the city. (that is the wrong side) He is also in the pocket of Tom Petway and the Weavers which is why no charges are every filed against the Jaguars players. It is time for a change. Having worked with both of these individuals for many years, and having first hand knowledge of the management styles of both, I agree with the comments made by Sam. You could not pay me enough money to work for Angela. Yes, I support Jay. I have seen the disrespect, arrogance, pettiness and total disregard for other people displayed by Angela. Jay is not Shorstein by a long shot. Both are skilled prosecutors. However, you are talking about electing a manager and leader for a staff of 350+. Being a great prosecutor is not going to give you the skills to do this effectively. Jay is a great prosecutor and a leader and manager and has proven himself. He is not a Shorstein clone, I would not be voting for him if I thought him to be so.
This is the most important race on our ballot August 26th, not the Sheriff, not the Commissioners nor any other race. This is serious business, don't let the glossy ads fool you. It is difficult to tell whether Plotkin is a clone or not. He defends the SAO so well and obviously alot of people are not happy with Shorstein, with good reason. This letter is a perfect example. People want to talk dirty politics, how low do you go when the SAO releases a letter for public support of a particular candidate? That smells dirty and the public really needs better representation. I am sincerely sorry that you had a daughter murdered by a repeat offender, and I mean that with the utmost sincerity, it should not happen. The blame can't be totally laid at the step of the State Attorney - you have judges involved in sentencing, parole boards and numerous other determinants involved. We need to stop this tragedy for all families. I truly believe that this is an initiative of the people to make laws tougher, make sentences longer, etc. My family suffered the loss of a family member by a drunk driver - numerous arrests. I don't blame the SAO for the loss or the result of the man never paying any restitution that was required. It is a system that is broke.
I don't believe that either Angela or Jay can fix the system, only that the system is broken. I do believe that the office does what is right and that there are good people who are passionate about what they do working there. Of course, no current prosecutor is going to openly support either of the candidates. They are in fear for their jobs. It is better to be neutural when it comes to politics in this situation.

People who are saying Plotkin is a Shorstein clone do not know what they are talking about. They are two completely different prosecutors. Jay is saying he is proud of the SAO's track record because they do a good job. As I've stated before, you can't please everyone all the time. As for Shauna Wright, she lives in Texas because her husband was transferred there. Shauna keeps in close contact with friends that she made in the SAO and the judicial circuit. I would not be surprised if she volunteered to do the ad. AS to the local prosecutors not coming forward, why on earth would they jeopardize their careers in case Angela wins. Trust me, that is one hornets nest they would not want to open with her. I believe we have already covered who is backing these candidates, Angela is backed by the local Unions.

Thanks for your kind sympathy about my daughter. But the facts are the facts. Angela has a heart for victims Jay does not. Jay only start showing up to victim functions when the campaigns got active. I appreciate the prevention programs of the current administration, I actually work for Jay myself in those programs. But more than programs we need prosecutions for criminals who have stolen our quality of life. That includes the rich. The number 1 question to ask is what is he going to do if he wins (not) that he is not doing NOW! He has been the number 2 for 10 years. The SAO today is broken. To say that we should continue to do the same thing is pure insanity. Jay is playing politics with your vote. From his party flip-flop from Democrat to Republican 3-4 days before he filed. While his boss referrers to republicans in an email as the “2 million Wacky Republicans he represents.” Trust me it was not a term of endearment from Shorstein. They have come up with 100 different lies why he fired Angela, now he is say insubordination on the debate it was an intern harassment claim. They can’t get their lie together. The fact is when Angela said she was going to run for that office Harry said he would do everything within his power to see that she did not win. Don't be fooled or Afraid to Change! The issue is this. Harry Shorstein, lifelong democrat who has held this office since 1991 (17 years) has convinced his Jewish brother Jay Plotkin that The Jews have as much power in Jacksonville, Florida as they do in New York. After all how in the hell can a lifelong democrat be the #1 Law Enforcement Officer in a Republican City with a Republican Mayor, Sherriff, etc. I mean the entire 4 judicial circuit. He has thumbed his nose at this city and now that he is too old and frail he is going to put his Jewish Son in the seat under the guise of a republican. What is funny is that there are those who are stupid enough to fall for it. Ha Ha Ha! The joke is on YOU if you do! One thing you got to love about the Jews they stick together! Truth Hurts! Republican Truth is Hard but it’s True!

Regardless of the reason Shauna Wright left for Texas she is still not a stakeholder in the State Attorney’s Race, so her opinion is mute. In addition, with the skeletons in her closet while she worked at the SAO it would be in her best interest not to throw stones. I actually hate the negative campaigning and the name calling, so does Angela. But these latest commercials show just how desperate Jay has become. The main thing to remember is that you vote either before or on 08/26. Each of us has our own opinion of who we think is the best candidate for the job of State Attorney, Sheriff, Commissioner, and Judge ect. It is imperative that we exercise that vote. If any of you vote at the St Giles precinct #120 I will see you there because that is the poll that I manage. Judith Chapple

I actually hate the negative campaigning and the name calling, so does Angela. Then Angela might want to consider shedding you as a sidekick because you do it so well. You have the audacity to make the above statement after the hateful and ludicrous comments you make about Jews? What a hypocrite. You are doing more harm than good for your choice. Just like the Taylor supporters that have nothing better to offer than spewing hate. Fine Christian attitude there. I didn't realize she or her representatives had such poor taste in close in support personnel. Or are you just a hanger on wanna be? I expect it is the latter. Anyone that locks themselves so tight to someone that if they make a quick right turn it will snap their neck usually doesn't really have much standing of their own. Mr. Heemer, Like you I blog in my first and last name, I do not use an alias or a pseudonym. I did not write the comment that referred to Jay’s and Harry’s religious affiliation. Please look at the blog user names. I did however write the blog that said “I do not like name calling.” I thank you not to accuse me of something I did not do or did not say. As I have said since day one, I am woman enough to say what is on my mind and not hide behind a fake name. As a matter of fact it was you who explained the “alias blogging” process when I challenged it in my 2nd blog on Clay Sun. Please don’t mix and match blogs. I say enough on my own that requires explanation. I can’t be responsible for pulling RT1 foot out of his mouth also. That task is too big for me. Thanks Judith Chapple

Always trying to point out flaws in others must be very exhausting. From personal experience, I learned a long time ago not to trust Skinner/Shorestein. At all costs, they will "protect their own". Now you are dealing with a Skinner/Shorestein/Lancaster/Taylor alliance. Don't count on the Hank Coxe meeting with Skinner being coincidence...but we can always hope that it was.
