Plea to anyone with common sense

There are a hand-full of people (three in particular) that only want to verbally attack a county agency.

There definitely are changes that need to be made, but all of the changes need to come from Ordinance changes.

1.  Mandatory micro-chipping of all (including livestock) animals adopted, rescued or reclaimed from CCAC.  This would give a permanent identity to animals that have been at CCAC for any reason.

2.  Contain all cats...(exempt property owners with 3 acres or more of land).  CATS ARE NOT EXTERMINATORS...Rats can carry many diseases one in particular is PLAGUE.  Fleas can transmit this disease (Plague) to warm blooded animals and HUMAN BEINGS.

3.  Mandatory spay/neuter of all dogs and cats.  Mandatory sterilization (gelding) of male equine.  (exempt any dog/cat/equine that is participating in conformation/obedience/field trial/service animal with proper documentation).  I know this is a "pipe dream" but we (human beings) have created domestic animals to serve us.  Somewhere along the line human beings realized that they could PROFIT financially from domestic animals and this is the mentality that needs to be stopped.

4.  Outlaw the sale of puppies/kittens anywhere (including pet shops) in the county (exempt Not For Profit agencies that set up adoption sites in pet shops and responsible breeders as indicated in the previous paragraph).

5.  Mandatory man made shelter for equine.  Mandatory vehicle to transport equine prior to ownership.  I know another "pipe dream".

6.  Minimum parcel of 2 acres to keep equine.  Maximum of 1 equine per acre (exempt minimum of 1 horse per acre for parcels over 20 acres that are licensed to provide boarding services).

7.  Double reclaim fees and violations for repeat offender.  Triple reclaim fees for repeat offenders if any of their pets are impounded without current rabies vaccinations.

8.  Omit the word "willfully" from the Containment Ordinance.

Now lets see how many comments are made about these "personal opinions".

Nice post I agree. but the only way we can get this done is to have the people speak out to change the laws.

Unfortunately CCAC does not make the laws they only enforce them as they currently stand. I am certain that any laws that are placed on the books, Mrs. Goon and CCAC will enforce them with pride.

There are three people ( including yourself ) that want to slander her and her staff for their own personal slanderous motives because their feelings were hurt for being put in their places.

I have often thought that folks should have to be trained and receive a certificate in order to own an animal. I think most of the problems stem out of ignorance and county laws with no teeth in them.

Adding an onsite vet at ccac would be a great start, then when its proposed to the lawmakers there would be a way to back it up. great idea kilroy. as for the cats........thats going to be a bit trickier.

while these issues may be annoying to some they do need to be discussed , there is an out of control animal problem in clay county with animals and irresponsible owners, ainmal control can only do so much , whats happening is people are abusing their rights to be pet owners and the animals suffer.

Yes that is exactly what I'm trying to do. 

I'm sure everyone has heard the phrase "if it ain't broken, don't fix it".  Our lawmakers aren't going to change or add ordinances because CCAC wants them changed (especially if it's going to make voters mad).  Our lawmakers might change the laws if the voters that put them in that position urge them to change the laws.

Clay County has a serious pet over-population problem.  Bandaging this problem by building a bigger facility is not the only answer (although I will welcome a 5 star facility).  The root of this problem is irresponsible breeders and pet shops that are only interested in profit and the backyard breeder that thinks they can make money.

I will be the first to admit that mandatory spay/neuter is a "ginormous" proposal.  The pet food industry is very wealthy and I doubt that they will support the loss of future profits.     

This problem will never go away if the root of the problem is not solved.  Wouldn't it be awesome if Clay County did for animals what the S.P.C.A. of NYC did for Child Welfare (know commonly known as D.C.F) in the late 1800's.

I don't have any problems with CCAC so I didn't read much of it.  

All I did was post the link to the ordinances, in an effort to help with the on going feud about AC. This is what they(AC) have to work with. All the blogging in the world won't change anything especially not bloggers minds.

I think the ordinances are a big part of the problems. The ordinances need to be amended and also have some teeth regarding offenders. Violators of the county's animal ordinances need stiffer fines and consequences. They must be held accountable and responsible.

A slap on the wrist and a no no don't do that anymore will not make bad pet owners good ones. They will just laugh it off and become repeat offenders because they know that the consequences have no bite.

We need to pass a test and get a drivers license to drive a car, but no training or license to own a living warm blooded animal who's entire life and well being is in their owners hands.

Yes they are animals, but they do feel pain, they do feel heat and cold, they do feel the agonies of starvation, abuse, and desease. 

They are not just private property, the are living things. Until the laws change to protect them with penalties that will make an offender think twice, nothing will ever change.

While this statement is unarguable, let me point out the irony in that as a community we can't even get negligent drivers a proper punishment. As I see it, between FHP, the DAs office and the judges, it's also going to be ignored when children (born and unborn) are killed by these drivers. Please vote NO! on retaining the judges up for re-election in November.

You can have all the laws and ordinances, but if no one is following them the problems lie not in the enforcement of the laws but with the "special" people that don't think that it pertains to them. If you can't get people to obey the seat belt laws and the speed limit laws, and the sign ordinances, when these are in place for the safety of us all, why would these very same people follow any rules or laws pertaining to their pets.

Great observations I agree.

When folks get away with the issues you two brought up it just screams why would we expect anything else when it comes to the animals of Clay County.

To give just one simplified exapmple.

I have spoken with Officers at CCAC that tell me they could go out on a call were pitbulls are running wild at a school bus stop were our childeren wait for the bus.

These dogs are not even leash trained never mind any kind of socialization. They catch the dogs and impound them, fine the owner a whopping 25.00 fine and issue them a warning that they have so many days to go pay the fines and reclaim their dogs.

Well the lovely pet owner just says the heck with that and never bothers to go get their dogs. What they do is just go out and get more dogs because there is no shortage of bubba bubbies out there beeding these dogs so they just go get more.

Well guess what happens to those un-socialized pitbulls at CCAC ? You guessed it that dirty word euthanasia.

Then two, three, four months later Officers are right back for the same person with a new batch of dogs.

When the problem continues and these folks are brought before the judge, it's no no don't do that again.

The laws simply do not have any teeth. Maybe if the judge ordered them to take a class at their cost (not the taxpayer) before owning an animal again it would help, I don't know. But it sure wouldn't hurt.

Then crack down on all those bubba puppy mills and wanna be self proclaimed dog breeders that think they know what they are doing when in reality are clueless, only doing this for the almighty dollar. We may have the making of a good start.

I have been to CCAC were I have seen people bring in whole litters of feral kittens and dogs. From speaking with the folks at CCAC this is a never ending cycle.

CCAC does work with many rescue groups but the problem there is they come and take only the select few because their space is also limited, and they must move animals out before they can take more in. The select few that they take is great, but these are sweet purebreds that CCAC would not have any problems getting adopted out in the first place.

One of the other problems is that the rescue folks will come and select say 10, 20 tweenty animals and say hold them we will come back in a week or two weeks, not good. That would be fine and good if space was not a problem. But at CCAC space is always a problem. CCAC being a government agency must take ALL animals brought to them. Don't get me wrong the hearts of these rescue groups are in the right place, But time and space are CCAC's worst ememy when it comes to housing all these animals. 

The cycle never ends, the space is limited and very finite, and the laws have no teeth.

If I were filthy rich and powerful I would give them everything they needed . But I am not. So I give them the few items I collect and donate to them. I give them my respect and love for the great job they do in spite of it all.

Thanks for your consistent respect.  

I agree with you when you say the laws have no teeth. 

Recently CCAC has been graced with the presence of a variety of people ordered to served Community Service at the shelter.  The majority are young adults, first time offenders.  I take advantage of the captive audience and explain the importance of spay/neuter(ing) of pets (there are lots of examples from pure-breeds to mutts).

I put one and one together and came up with this,  make first time offenders of the Containment Ordinance serve community service time at CCAC, 4 hours sounds reasonable.  I like this one...Any person that breeds dogs or cats for profit (not actively participating in conformation, obedience, service/utility, field trials) will have to serve 18 hours...this way they (the breeder) can see what happens to dogs and cats after the check has cleared the bank or the cash is spent.

 you will notice that 13 of the 18 adoptable dogs are pure-breeds and the majority of the 13 are small breeds Chihuahua's, Dachshunds and Jack Russells.  Now I'm sure that the breeder did not intend for their beloved pups to end up at any animal control facility...But the bottom line is that they do...because of irresponsible breeding with every problem imaginable (from genetic disorders, chronic skin conditions, behavioral issues, sudden onset of allergies, visions of grandeur (expecting a dog to act like Lassie with no training) to just not wanting the animal anymore).

I think we have two choices...1 being do nothing, blame society, blame bubba, blame the greedy breeder...or 2 ban the sale of puppies and kittens in Clay County and restrict breeding to responsible breeders that breed for a purpose other than profit.
