POLICY CLARIFICATION

Angela, the policy link you provided ONLY pertains to department and divisions under the jurisdication of the Clay County Board of Commissioners.

As you pointed out, the Clerk of the Court is a constitutional officer and not under BCC jurisdiction.  Each constitutional officer is responsible for the operation of their office in accordance with their policies and operating procedures allowed by law.  I'm sure each county constitutional officer knows exactly what the law is pertaining to their office.

 



RUDE OP COUNCILMEN

Just read where the newest member of the OP Town Council was denied a courtesy ALWAYS extended to each other.  That being a second and approval of his choice for a board appointment. 

Whether they like/dislike the person being appointed, this type conduct is unheard of for sitting councilmen welcoming a new member.

VOTERS ALERT - Make a note of this and remember who did this at election time.

 



SUNSHINE LAW - Title XIX Public Business

With all the rhetroic that has been posted on this board trying to justify why more and at-large commissioners are needed has been somewhat narrow in scope and certainly overlooked or just plain ignored Chapter 286 Florida Statutes.

The point/in case is the arguments why only one commissioner attended a workshop instead of all five and that at-large commissioners would have attended.  While the Government in Sunshine Law permits more than one attending, it is COMMON practice to send ONE elected offical to represent the body.  This eliminates the appearance of two or more from same body discussing anything which will come before it.

Who won the Council seat in Orange Park yesterday?  Haven't seen anything about the results in newspaper or on TV.



OTHER COSTS TO TAXPAYERS FOR 2 MORE COMMISSIONERS

As you may already know, since the salaries of commissioners are based on population, they will increase from those established by the CCCR.  However, there are other expenses known as benefits to be considered.

While these figures are not current, they will give you an idea of the yearly additional costs per commissioner:

  Retirement - $10,369.32

 *Health Insurance - $15,047.00 

  Dental Insurance - $199.58

  Life Insurance - $60.00

  Travel - $2,400.00

*Commissioner can opt to continue at a small portion of the fee when they leave office with county picking up the balance.

What did you think about the debate?  Which one best presented their platform?

Anytime one candidate mentions another candidates name it gives that person free publicity.  Keeping your name in the forefront is of utmost importance.  A candidate should NEVER do that.

Political Action Committees have now filed their 4th quarter reports for 2007. 

Save our Constitution, Inc., (PC) report shows the following major contributors:

   $10,000 each from A Duda & Sons, Inc of Ovieda, Assoc Industries of FL, AT&T FL and Fla Health Care Association, all of Tallahassee and Associated Buildrs & Contract, Tampa.

   $25,000 contributors were Floridians for Conservative VA of Tallahassee and Wal-Mart Stores, Inc., of Bentonville, AR.

Save our Constitution, Inc., (PC) financed the Honorable John Thrasher letter of 9-6-2007 trying to get signers of FLORIDA HOMETOWN DEMOCRACY, INC.,  (PC) Constitutional Amendment Petition Form to revoke their signature.



PRESIDENTIAL POWERS

According to Article II, Section 1 of the CONSTITUTION OF THE UNITED STATES, only executive power is vested in the President.  The President is Commander-in-Chief of the Military, commission all officers, and with the advise and consent of the Senate, make treaties, appoints Ambassadors and other Public Ministers and Consuls, judges of the US Supreme Court an all other officers of the United States and fill vacancies that happen during Recess of the Senate. 

He also receives Ambassadors and other public ministers as well as ensuring all laws are faithfully executed.  Section 3 requires the President to report to Congress information on the State of the Union and make recommendations and under extraordinary circumstances, convenes/adjourns Congress.
